This seems completely impossible. I have tried a bunch of different locations on the map and i have done everything perfectly. The happpiness arrow is always going upwards, but it never reaches 100%. Is this glitched or what?

Settlement happiness in Fallout 4 is definitely not broken, but it isn’t very good idea. I think it is just a badly written algorithm that will only reach 100% after very particular requirements are met. Requirements that do not actually create what any human would consider a happy settlement.
The requirements can take a while to happen, but it will work after a while. The video below will explain everything you need to get 100%.
