I have a 2 star legendary, Is it possible to upgrade it to become a 3 star legendary?

No, legenary weapons are fixed the way they are. The stars determine the additional effects of the weapon. 1 star for each effect. Allowing people to mix and match would make it too easy to become super powerful. You are forced to sell and hopefully you get another lucky roll in the future.
