I just realised I have added mods to the wrong weapon. I have a much higher level version of the exact same gun in my inventory. Is it possible to take the mods from the low level weapon and swap them over to the higher level weapon?

Weapon mods are locked to the weapon you create them for I believe. It is odd since it wasnt like this in past games but it is in this game. You are going to have to mod the higher level weapon all over again if you want to use those same mods on the better weapon.
