Sometimes there are wind turbines and other useful things for generating power but most of the time these broken platforms contain nothing of use. What are debris used for or are they just useless junk?

Debris are actually incredibly useful. You will need to have obtained tungsten and iron before you can make much use of it but once you have these resources, you will be able to construct a shredder which will convert debris into scrap and you can then construct a trading outpost to trade scrap for resources.
Gathering scrap will be something you spend a lot of time on later in the game. This guide will show you how to build a really useful scrap gathering machine.
