Can the broken wind turbines and platforms that are scattered around be repaired? Sometimes the debris have functional items on them so I am wondering can we cheaply repair the broken items?

No, it is not possible to repair debris and other broken structures that you find around the planet. The main use for debris is in the production of scrap. You can use the rover to build a scrap gathering machine and this will be a handy way to make use of all of these broken platforms. You might not be able to repair them but you can use the scrap to purchase the items that you need to build them from scratch.
