I have been working toward getting the tool to interact with the metal flowers and I have made it to a large open garden area. The objective is saying that I need to kill all of the strangers but there are no people left to kill. To one side of the map, I see a gate that is locked and it sounds like there are people behind it. Is there a way to get this gate to open or do I have to reload my game save?

I had a similar thing here. I ran around the area a bit, looting dead enemies and the gate ended up opening on its own and some guys came through. You may just have to walk around to trigger whatever event it is that makes the gate open.
