Ill use Fallout as an example for this. If i buy the standard version of Fallout 4 from the online store and then I buy the game of the year edition on disc, will I be able to use the DLC that is installed from the disc version of the game with the original digital copy of the game that I had purchased previously?

I have never heard of a situation where this has been the case. Most of the time these special game of the year editions have the DLC built into the game and this game is completely separate to the original games. If you download the DLC from the store is should work with both versions and sometimes you do get special editions that give you the DLC as a download code in the box. For these games, then yes the DLC will work on both versions, but i the DLC is on the disc then it won’t be something that you can share between the 2 games.
