I picked up a mystery quest where a blind guy wanted me to help him find Alfheim. I have done everything and now he just follows me around. I’m not sure where I am meant to go or what I should do to complete the quest.

I think you need to kill all of the nearby soldiers. If you go to the fire that you reached after crossing the river, you will find some men along the river bank. Kill them and you should get the option to speak with the blind guy and complete the quest.
