I found a broken down bike outside of a station and it works again once it gets a charge, but I have broken it already and I don’t know how to get a new one. What do you need to do or where do you need to go to obtain a new bike?

Bikes are unlocked later on in the game. You will be able to construct them from any of the major knot cities or private structures. The game will let you know when this feature is available and you will see a garage option appear in the terminal menu of the larger locations that support vehicles.
If you have destroyed the bike the game gave to you and have not unlocked the ability to create them, you will need to push ahead with the story missions until you get that ability.
