I need to find where Failsafe is in order to deliver him a cookie as part of the cookie delivery helper quest but I don’t know where to find it.

You have likely visited Failsafe a bunch of times in the past. You can find it on Nessus in the Exodus black area of the map. It’s the main quest giver and source of bounties for the planet so it’s not hard to find.
