I am finding Fallout 76 a lot harder than previous games. Is there a way to lower the games difficulty to make it easier to survive?

No, because this is an online game there is one fixed difficulty level that everyone needs to use. The game gets a lot easier once you level up. Focus on the main missions for the moment to level up faster. It is worth also checking for some of the best perk cards to use and best builds to make the game easier. Once you are more familiar with the game, you will find you are dying a lot less.
