I am trying to connect to Xbox live and whenever I try to connect to it, I get this error message, what does it mean and how do it fix it?

This is just the standard error code you get when you are unable to connect to the XBL servers. It is typically an issue when the servers are overloaded or worse, are being attacked. Leave it alone for a while and it might come back up. You can try running a speed test for your home connection and restart your router just to make sure that your home network isnt running slow.
