Are you able to replay the game a second time using a NG+ game mode?

Yes, Last of us Part 2 does have a new game + game mode. For people trying to go for all of the trophies in the game, the NG+ mode will let you get all of the upgrades for your weapons and character. There is also a chapter select mode if you were just wanting to go back to get the collectible items or something similar.
