The message when I interact with the generator says that there is a key slot next to the ignition. I guess this means I need to find a key to turn it on. I have looked around the dark cabin and can’t find anything.

It is inside the cabin. In the main canteen area that has all of the tables. You will see a box on the wall next to the light switch that contains the key to turn on the generator and restore power.
