Just reached the hot springs camp and I have been given an option to give the drugs to Tucker of Copeland. Both of the rewards listed on the screen seem fairly uninteresting. The bikes suck and the weapons are overpriced. Neither really seem great. Are there any additional benefits that would make one decision better than the other?

Id suggest copeland. The weapons are not that good and you will more than likely find good or better ones as you play through the game. You can still buy the guns too even if you do not chose them. The bike upgrades are worth it. The bike does suck by default, but its quite good when you upgrade it. One engine upgrade and it stops being such a slug.
Since you can find weapons as you play through the game but bike upgrades must be purchased, I would focus on bike upgrades
