Remote play is good with the Vita and now that it can also be used with the PC / windows, it is even better and shows that it is not restricted to just Sony made devices. Is it possible to make this work using a mobile device in a way that isn’t super laggy?

Yea it is possible, but only with certain phones. At present it only works with Sony Xperia phones, which is a bit of a pain. This is likely a marketing thing rather than being any hardware or software limitation. There is a remote play app on the google play store that you can use for remote play on any Sony phone. I’m sure someone has been able to hack the app at this stage to make it work with any android phone.
