I have killed all of the thugs that are standing outside the limo that is embedded into the sand. Now what? I don’t see any prompt or a source of water to get rid of the sand and free the people inside?

You need to stand back quite a bit. Go to the other side of the road and look back at the limo. A prompt to press L1+R1 will appear and this will pull the limo out of the sand.
