I have been trying to interrogate him and his heart rate is at 190 now. I’ve thrown everything in the room at him. I can’t shoot or punch him. I’m stuck on what else I should be doing to interrogate him?

There are some spray cans behind him on either side. If you shoot them, they will explode all over soot which should be enough to get him over the edge in terms of the heart rate and complete the interrogation.
