I’d start with a general-purpose destroyer setup: Preventive Maintenance, Last Stand, Survivability Expert, Concealment Expert, and Adrenaline Rush. It helps keep your ship working under fire, gives you more health, and makes it easier to choose when to spot or engage.

As you build more points, Superintendent is a useful next pick if you want another charge of Sims’ consumables. You don’t need to wait for a fully trained commander to make the build useful. Take the core skills in that order as points become available.

Sims can lean into gunfights, so after the basic survival and concealment skills, you can add a gun-focused skill such as Fearless Brawler. If you’d rather play cautiously and help your team spot, Radio Location is another option, though it costs more points.

I wouldn’t build around torpedoes before deciding which torpedo option you use and how you like to play. The short-range option asks you to get much closer, while Sims’ guns are useful in more situations.
