Is Ventures matchmaking just quiet?

I keep trying to find random teammates in Ventures, but usually end up alone. A friend around my level can join me, though we cannot access some higher-level missions together. Is matchmaking usually this empty?

It could be that the queue is split by the specific mission or level range, rather than the whole mode being empty. Try another mission you can access, and double-check that the session is set to public before queueing. If those are already right, there may simply be fewer players looking for that exact match at that moment.

Not finding anyone in a few attempts doesn't tell you whether the whole mode is active. The mission access difference with your friend also suggests you may not always be able to queue for the same options. I'd compare notes on which missions each of you can select, then test a few available ones separately.
