Could these hunts show up all over Appalachia?

Yes, the changing locations are the appeal for me. Running into a hunt somewhere I usually pass by could make the map feel less predictable, and the named outlaws would feel more like they were roaming Appalachia instead of tied to a small set of spots.

I'm into the idea, with one caveat: the locations should still suit the event and stay easy to understand. A broader pool could add variety, but dropping a hunt anywhere just for the sake of coverage might make the encounters feel random rather than immersive.
