I started playing at the end of the current season and missed my chance to level up enough to claim the Bombay Cat. Right before I began, I had to put down my own black cat that was part Bombay after 15 years, so I was really hoping to get this one for my camp. I even reached out to Bethesda support to explain my situation and that I have atoms to buy it, but I just got a generic response saying I can only request items from their provided list.

On the Bethesda support page, they clearly state which items you can request. If it’s not on that list, there’s no way to get it. I’m really sorry about your cat, but they usually don’t make exceptions.
Your best shot at getting the Bombay Cat is probably when the Season 19 catch-up bundles arrive in the shop. Right now, Season 15 bundles are available, and they rotate each season. So, if they do decide to include the Bombay Cat in those bundles, you might see it again in about four seasons, which is roughly a year from now.
I totally get your situation. If I could give you my cat, I totally would. So sorry to hear about your loss!
Sometimes, Season Rewards pop up for sale at one of the three bullion vendors, but I haven’t seen the Bombay Cat at any of them since the season changed.
