I’m curious about what happens to my save data if I create a character on PS5, save it, and then restore my PSN account without backing up the save. Is everything stored on their servers, or do I need to worry about losing my progress? Should I be backing up my saves before doing the restore?

Yep, your character saves are on the servers, so you’re covered there. You can create multiple characters without any issues! If you ever want to start fresh, you can delete a character and make a new one whenever you like. No need to back up anything for that.
No worries! All your game data is stored on the Bethesda and PSN servers. You could switch to a new PS5, log in, and pick up right where you left off. The only thing you might lose are screenshots, but everything else is safe on their servers.
