I’m having trouble getting sound during the 30th Anniversary boot-up screen for my PlayStation. My beep sound is turned off. Could this be causing the issue?

Don’t sweat it too much. The special boot-up screen with no sound is temporary and part of a limited-time feature for the anniversary celebration. It’s set to disappear tomorrow anyway.
That’s strange, it should have audio. If your beep sound is disabled, it might not be related, but could still affect other settings. Try enabling the beep again to see if it makes a difference. But like the other response said, it’s temporary so it should be back to normal soon.
