Shaders don’t actually download; they get compiled by your CPU, which is super CPU-intensive. If you’re noticing a long wait, it could be because your CPU is reaching high temps and throttling. In some games, there’s an option to skip compilation, but that can lead to texture glitches, so be careful with that! My CPU hits high temps when compiling shaders too.
