I’ve noticed that some players who play Frost Death Knights use a two-handed weapon, even though the preferred setup is two one-handed weapons. Can someone explain the advantages or reasons behind choosing a two-handed weapon over dual-wielding?

It’s interesting! These days, it seems like even the Obliteration build can work with a two-hander, but the Breath of Sindragosa build is considered better for dual-wielding. I’ve noticed that a lot of players are leaning towards Breath even if they choose to go two-handed. Not fully sure why the shift, though!
Using a two-hander can also be better if your one-handed options are not great. It’s a DPS hit to use a two-handed weapon, but it could be a more effective choice than using two lower-quality one-handers.
There are a few reasons someone might go with a two-handed weapon. If they primarily play Blood or Unholy, they might just have a high-quality two-hander available and not two decent one-handers. Plus, with the Might of the Frozen Wastes talent, two-handed builds can be very competitive—sometimes even better than dual-wielding, especially depending on how the game is balanced. I’ve heard that two-handers can be just about 1% behind in some situations.

It could also be that players switch from Blood DK and want to keep using their two-handed weapon, especially if they don’t want to tank or they just haven’t equipped two one-handed weapons. It’s not uncommon for players new to the class to be unaware of the gear requirements. I’ve met some who didn’t even know about the rune system!
