I can’t afford to download the entire game, especially when I can access my Epic account and clearly see that I have a Fortnite Crew subscription. This feels like poor programming to me. Why do I need to go through this hassle just to verify my subscription? It seems really unfair and desperate.

You should know that you can actually earn the Rocket Pass for free each season just by leveling up. If you’re not playing Fortnite, consider canceling that subscription and just buy the Rocket Pass outright. It’ll save you some hassle and you’ll get it every season without needing to log in to Fortnite.
