I’m feeling a bit let down because in previous Fallout games, like wearing a ghoul mask would keep feral ghouls from attacking you. It kinda seems off that they wouldn’t recognize it here. Also, I think it would be cool to use the glowing one mask or other ghoul disguises, especially for players who want to avoid looking like a feral. What’s the reasoning behind ferals attacking ghouls in this game?

It’s pretty clear when you think about it; it’s a multiplayer game at heart. But even in single-player like Fallout 3, ferals have always had an issue with attacking sentient ghouls, too. There are moments in the game where a sentient ghoul gets attacked by ferals, which suggests they don’t really recognize their non-feral counterparts.
In the quest, there’s some insight from Asher. He suggests that ferals tend to target ghouls who are further from turning feral themselves. There are instances where they might ignore one ghoul to attack another, which makes it feel like they can’t differentiate between feral and non-feral. I guess it also keeps ferals as a significant enemy type in the game since making them non-hostile could make things too easy.
I get what you’re saying about masks preventing attacks in earlier games. But Feral ghouls seem to consistently attack sentient ghoul companions across the series. It feels like a design choice to keep the feral threat constant.
