I had two male vampire Sims, both created as vampires (not turned), and I wanted them to have a baby without adoption. I made one male able to get pregnant and, after he gave birth, I noticed something strange — the baby is human, not a vampire. One parent died from sunlight, and the other was immune to sunlight due to vampire points. Given that both parents are vampires, why would their child be human? Is this a bug or some kind of game mechanic?

It’s actually a known quirk in the game. Even when both parents are vampires, there’s a chance the child might be born as a human. It’s not guaranteed vampire offspring every time. Think of it like genetics working a bit randomly rather than a straightforward vampire + vampire = vampire deal.
No mods involved? Since you mentioned you’re on Xbox and don’t use mods, that eliminates possible mod conflicts. So it’s probably just how the game mechanic handles offspring from vampire parents — there seems to be some chance for a human child despite both parents being vampires. It’s a bit like a ‘negative x negative = positive’ scenario but in reverse for vampirism.

In Sims lore, kids born from two vampires can sometimes be “squibs,” meaning they’re born human with no supernatural powers. So your baby being human fits with that concept! It keeps things a bit unpredictable and can add some interesting story twists.
Make sure to age the baby up to at least teen or young adult, because sometimes baby supernatural traits aren’t obvious until they get older.
