I loaded my save and initially saw about 20,000 likes for structures, mainly from roads. However, after about five minutes, I reloaded the game and noticed that those likes were gone. I’ve continued playing for around 30 minutes since the second reload, but the likes haven’t returned. Is there a solution to this?

It looks like structure likes are different from player likes. Just to clarify, the green likes you get from other players are separate from the blue likes that come from NPCs. So, it’s possible something affected how those likes were tallied during your reload.
Are you sure you were online when you reloaded? Sometimes the game doesn’t connect automatically. The NPC likes (blue) show up regardless, but if you want those green likes to reflect correctly, you need to be online. You might have had a misconnection.
It’s been ages since I’ve played, so I might be rusty, but aren’t the likes mainly just a way to level up your character? They serve as a little boost for being a good player.
