I’ve noticed a lot of players prefer Sorcerers for their one-bar heavy attack builds instead of Necromancers. I thought Necromancers had more damage over time capabilities, so I’m confused. Isn’t heavy attack more about dealing damage over time too? What am I missing here?

I actually love my Necro heavy attack build. I’ve tried both, and I still think my Necro hits harder, even though the Sorc has its perks. It’s just more fun for me! My build focuses on stamina for the blastbones, which changed and impacted my gameplay, but I still think it has a lot of potential. I haven’t noticed a huge damage difference according to trials, but I’ve got my own rhythm with it.
Regarding ease of play, Sorcerers offer more utility and generally hit in a straightforward way while still keeping up solid DPS. In fact, Wardens can pull off some pretty crazy single-target damage too, but they are a bit tougher to master than Sorcerers.
I think a one-bar heavy attack build aims to deliver decent damage without complications. The comments here suggest that the damage isn’t a massive dropoff, so maybe the simplicity that Sorcs offer makes them a better fit for many players.
Sorc heavy builds often use a lightning destruction staff that has built-in bonuses for damage, so it’s really effective for single-target scenarios. And yes, it’s changing how DoTs and channeling works soon, so keep an eye out. If you’re worried about pets, there are also non-pet heavy attack variations that do well with other skills like Bound Weapon.
