I’ve noticed that during this hour, I had to hop through five different servers on PC just to find a Mothman event. This is the first time I’ve experienced this, and I’m pretty new to Fallout 76. Has anyone else seen this happen? Is it a known issue or just part of the game?

I ended up in a server with just myself and three AFK players during a Mothman event. We managed to finish everything except lighting the last pyre because no one bothered. The event failed, but it didn’t bother me since I already have the plans and rewards from past events — plus, I still got the XP for killing prophets and radstags.
Basically, servers are constantly being shut down and spun back up in Fallout 76. If you load into a server that wasn’t active when the hour started, the Mothman event might not trigger there. So hopping beforehand or staying on a server before the event begins tends to help since fewer new servers spin up and you have a better chance of the event appearing.

Honestly, after a while, it’s normal for a lot of players to just get tired of these repetitive events. I’m actually surprised anyone still really notices when the Mothman event is missing or rare — event fatigue is definitely real with Fallout 76.
Yeah, AFK players don’t really care if the event fails or not. They usually see any extra event completion as a bonus. So even if the event fails sometimes, those players still consider it a win if some parts complete.
