I’m focusing mostly on vampire and weapon skills in ESO and mainly want to pick a subclass just to grab passives rather than new active skills. I plan on using the Sorcerer summoning tree because of its 15% ultimate cost reduction and free max magicka passive. What other skill lines would you recommend purely for their passive benefits? Looking for input on the best passive boosts to complement a build without needing the active skills.

Good passive options are also found in Dragonknight, Nightblade, Templar, and Warden skill lines, depending on your build. Sorcerer is great for magicka vamp builds, but some people find Nightblade passives perfect for vamp playstyles too, especially if you want a stealthy, crit-oriented approach.
I’m hyped about the Daedric Summoning line as a healer with the Living Death ultimate. The passives are pretty awesome for survivability and magicka sustain. If you want a mix of strong utility passives and some survivability, the Daedric Summoning skill line is definitely worth considering too.
Aedric Spear is really solid if you’re after passives. It gives you a lot of nice damage stats like penetration, crit damage, extra weapon and spell damage, status chance, and those sweet execute damages. Plus you’ll pick up some defensive bonuses too, which is a nice bonus when you’re mostly focused on passives.
Honestly, it depends on what kind of damage you’re aiming for. If you want max damage output, Aedric Spear, Grave Lord, or Herald of the Tomb have some strong passives that boost pen, crit, and damage over time effects. They bring a lot of punch purely from their passive stats which can really complement your build.
