I’ve got 5 hero recruitment vouchers, and I’m uncertain about which heroes are worth using them on. I primarily play using soldiers and outlanders with SMGs, pistols, and ARs, and I rarely use constructors or ninjas. Any suggestions?

I personally think Crackshot is a pretty underrated hero. He’s great for guns with rapid fire and big magazines, even though his perk slightly decreases aim as damage increases. Most people seem to overlook him, but depending on your playstyle, he might be a hidden gem.
Honestly, my strategy is to save vouchers until I’m dead certain about what I want to invest in. These vouchers aren’t easy to obtain, so it’s better to be cautious and keep them for a hero you’re absolutely sure about.
If Tactical Assault Sledgehammer isn’t already part of your squad, he’s a solid pick. His perk massively boosts AR and SMG Crit Damage, 75%, which can go up to 225% when he’s the commander. Skull Ranger Ramirez is another solid option, as she grants a 15% damage increase for 5 seconds post-reload, with a commanding role upping the fire rate by 35%.
