I’ve noticed this effect multiple times while playing in Ventures, and it seems to be taking out enemies for me quite often. It’s not a big deal, but I’m curious about what causes it.

You’re referring to this season’s Ventures modifier. You can find more info on it in the game wikis if you want to learn more about how it works.
The effect you’re seeing is actually from a current Ventures modifier. It creates a ring of AoE damage that radiates from all players. It’s part of this season’s gameplay modifiers, not a specific hero ability.
