On the character evolution screen I have everything required, except for training manuals. It doesn’t state where i need to get them. Does anyone know how you get the training manuals for hero evolutions?

The only way i know of at the moment is by retiring rare (blue) or higher hero cards. When you go to redire or scrap something, it gives you a preview of what you will get for doing it. A training manual will normally be on the list so you can be sure you are getting one before you make the decision to retire them.
