I’m wondering if anyone knows when the Grass Roof Kit will be available again in the Atomic Shop. I tried looking for it through support, but it doesn’t appear in the list. Also, does anyone know if rain actually comes through it?

The Grass Roof Kit was actually a season reward and hasn’t been available for purchase since. There’s a chance it might become available again in a catch-up bundle next season, but nothing confirmed yet.
Yeah, unfortunately, rain does come through the Grass Roof. It’s a bit frustrating, but that’s how it is. I also think it might be in a future catch-up bundle.
If you’re looking for something else, there is a plan for farmable dirt tiles that include a grass roof, sold by Samuel in Foundation. Just keep in mind, it doesn’t actually come with any roofs; it just includes dirt foundations.
