Also, any hints on where the Dwarven Halls are located?

The shrine is actually built on top of ancient Godless ruins, which ties into what you’re seeing. Woedica has a deep-rooted hatred for the Godless who originally built the shrine’s foundations, so that’s the connection. The Aedyrans converting it to a Woedican shrine don’t change its past at all!
