I’ve been wondering why Bungie decided to give the BXR and Redrix Estoc Frame a lower impact of 23 compared to the 27 impact for other 450 RPM pulse rifles. Has there been any official explanation for this?

Actually, you’ve got to consider the three different archetypes of 450 pulsers: Aggressive has that four-burst style with a 35 impact, while Lightweights go for three bursts and get the 27 impact. The Legacy type has lower impact at 23 but better hip fire, kind of a throwback to the classic Halo battle rifle.
Impact seems to be a bit of a funky stat. It doesn’t always measure up in a straightforward way. It feels like certain weapons don’t stick to the same rules as others, especially when comparing archetypes.
