What was the Emperor's true goal before the Heresy?

-

I’ve been pondering the Emperor’s intentions and goals for humanity before the Heresy. Obviously, he didn’t create a utopia—slavery and servitors still exist, and he allowed the Mechanicus to thrive. Was his ultimate aim just to conquer the galaxy and obliterate Chaos, or did he have a deeper vision for humanity?

He foresaw a massive threat from an impending Waaagh that could wipe out most of humanity. To counter this, he started the Unification Wars and the Great Crusade to unite humanity against the incoming Ork menace, making it their last chance to regain dominance.

Wait, source? I’ve never heard of that before.

Are you talking about the War of the Beast? I thought that was just speculation!

In *Master of Mankind*, it’s suggested that the Emperor wanted humanity to achieve a psychic potential comparable to the pre-Fall Eldar, but without their flaws. That’s why he was so committed to the Webway Project—everything he initiated, from the Unification Wars to the Great Crusade, was aimed at fulfilling that vision for humanity’s future.

The Webway plan seems a bit off to me. I mean, having a huge portal on Earth doesn’t completely replace Warp travel or the need for astropaths; it just serves as a backup for important messages, kinda like how air travel hasn’t replaced maritime shipping.

The Emperor was aiming for a rapid unification of humanity, intending to guide us toward becoming a psychic civilization like the Eldar, ideally without the pitfalls they encountered. He got a bit overconfident and rushed things, which led to some major setbacks, ultimately messing up his grand plan for humanity’s evolution.

EldarFan2020 -

Yeah, I’m not convinced about the whole ‘living in the Webway’ aspect, but he definitely wanted humanity to evolve psychically and was trying to manage that process.
