Was his ultimate aim just to conquer the galaxy and obliterate Chaos, or did he have a deeper vision for humanity?

He foresaw a massive threat from an impending Waaagh that could wipe out most of humanity. To counter this, he started the Unification Wars and the Great Crusade to unite humanity against the incoming Ork menace, making it their last chance to regain dominance.

The Webway plan seems a bit off to me. I mean, having a huge portal on Earth doesn’t completely replace Warp travel or the need for astropaths; it just serves as a backup for important messages, kinda like how air travel hasn’t replaced maritime shipping.
