I’m trying to figure out the release time for Dark Souls 2. Will it drop at midnight for every region, or is it midnight UTC and then local times for each area?

It looks like it will be midnight for each region. So you’ll be able to jump in as soon as it hits midnight wherever you are.
If you ordered the digital deluxe edition, you’ll actually get early access on the 24th. Otherwise, just plan for a midnight release on the 26th.
You might want to check the PlayStation store for your local release time. In my area, it’s set for 9:00 PM on the 23rd, which is pretty sweet!
