I’m gearing up to run a campaign inspired by Game of Thrones, but I’m hoping to find a better RPG system than the A Song of Ice and Fire RPG we’ve used in the past. We’ve had a lot of sessions—almost 100 games of about 4 hours each—but we found the rules too clunky and ended up ignoring them often. Here are a few things I need in a new system: it should balance physical and social combat well, work with Foundry VTT, and ideally have some kind of faction or house mechanics (though I can build that part from scratch if necessary). We’ve tried out Burning Wheel but didn’t like how restrictive it was, and Pendragon felt lacking in social manipulation mechanics. Any suggestions would be greatly appreciated!

Have you considered the Birthright setting? It’s a D&D 2E campaign where you play as Regents managing domains, with rules for combat and domain management. It might not have everything you want, but it has a solid framework for rulership and social interactions!
You might want to check out “The Sword, The Crown, and the Unspeakable Power.” It has some great mechanics that could fit your campaign well, especially with that Song of Ice and Fire vibe you’re aiming for!
Just keep in mind that an old D&D 2E mod might not be the best fit for Foundry, though!
