I want to join my friends clan but the option in the main menu of the game is disabled for me. What do you need to do to be able to join a clan in this game?

You do not need to be a specific level. The ability to join a clan doesn’t unlock at a specific level. You will need to progress through the story. You will eventually unlock the ability to recruit grace larson from the settlement and this is when you willl have the ability to join a clan.
