Unfortunately, he got scammed and lost a lot of gold that he had worked hard to earn. He’s already opened a support ticket with ZOS. My main question is: since this happened on his alt account, does ZOS link it to his main account and ban both, or do they only take action against the account involved in the scam? Any experiences or advice would be appreciated!

Just a heads up, crown selling for gold isn’t against ZOS’s terms of service, so it’s not like an illegal black market deal. There are even communities that help with safe trading where ZOS staff sometimes hang around. So it’s not illegal, but obviously, you have to be careful about who you trade with. If your friend gets scammed, definitely tell them to submit a ticket with all details for a chance to get compensated.
From what I’ve heard and experienced, just make sure your friend contacts support and provides all the proof, like screenshots of the trade and the chat. ZOS support is pretty good about helping with scams if you can show evidence, and they might refund the gold lost.
