I was at the Akkala test lab and I killed the Yiga guys inside and in the upper level of the lab i found an item called a travel medallion prototype. It sounded like something for Robbie but i went back to lookout landing and he isnt giving me any options to deal with it

You won’t be able to give it to robbie until you have completed the quest where you repair his hot air balloon in lookout landing. Once you have done this, he will return to his research lab in Hateno village and it is only here that you will be able to give him these kinds of items to upgrade your purah pad. Just keep working toward the story quests and after you have completed some significant milestones in the underworld and have unlocked the final abilitiy for your pad, you will get the quest from robbie to get him back to the research lab.
