If you’re looking for some classic shooters, Stranglehold is an oldie with bullet time mechanics and it’s based on John Woo’s movie “Hard Boiled.” You play as Chow Yun-Fat’s character, so it’s got that cinematic flair!
Spec Ops: The Line is definitely a must-play. It’s an intense ride with a gripping story, and you might not be ready for the twists! Just so you know, it’s not available on Steam anymore, but you could find a key reseller or maybe a hard copy.
Check out Kane and Lynch 2: Dog Days for some chaotic urban settings in Hong Kong. SWAT 3 and 4 are also worth mentioning, especially 4 for its welcoming gameplay. Urban Chaos is a retro gem if you don’t mind the controls.
Have you tried the Saints Row series? The first three games are much closer to what you’re looking for. Saints Row 4 goes off the rails with superpowers, though, so stick to the earlier ones!
You might want to check out the Mafia series; they have that gritty urban feel. Also, True Crime: New York City is a classic for this vibe. Don’t forget RoboCop: Rogue City, though it’s not third-person. For newer stuff, Vivat Slovakia might be rough around the edges, but it has a lot of heart. The Division games have a solid urban setting too, plus the Watch Dogs series is worth a look.
