I have a bunch of claim tokens in my inventory and I do not know where they came from, what are they for and where can I go to use them?

Claim tokens are used at the abandoned mine sites. You likely got them from the collapsing mine event. There is a terminal next to the entrance of the abandoned mine site kittery and elaine. You can spend the tokens for some bonuses like resources and aid items.
