You can get bigger bags as rewards for completing your personal story. Later on, you can score 20-slot bags from fractal rewards or World vs World. Don’t forget about seasonal events and achievements too, as they often have good rewards. Crafting can yield larger bags, but it may require access to the auction house for special materials.
