I have arrived at the hall for the ceremony as part of “of blood and bonds” quest but it is telling me that “the ceremony will only start when Halfdan is present. I am unable to meditate in order to pass time. How do you make him arrive at the ceremony? Do you just have to wait around for him to show up?

He is hanging around on the wall outside of the hall. If you go outside and speak to him, he will head inside the hall and the ceremony will begin. You can use the bird to find out where abouts he is standing.
