The quest objective is telling me to stop Parnell escaping but there is nowhere left to go. The hall marked as the way forward is blocked. Where am I supposed to go?

Try killing yourself and it should be fixed. You need to go to the elevator to progress. If the rope isn’t there, try getting killed and you will be able to see if it is there next time. This should fix it.
